California Health Insurance Exchange News

The creation of a California health insurance exchange is moving ahead, and many hope that it will not only make coverage more affordable, but also make it easier to understand. Consumers need a lot of information about what policies do and don’t cover.

An exchange is a marketplace where individuals and small business firms can shop and compare different CA health insurance plans online.  Plans will be standardized; every plan sold by insurers will offer the same benefits to make it easier for consumers to shop for health insurance.  Consumers will simply focus on the cost and quality of the health insurance plan when doing comparison shopping.  It’s designed to make it easier than the complicated fine print we now should read, but can’t always understand.

Why Would A California Health Insurance Exchange Be Controversial?

Like almost everything else, state-based exchanges are enmeshed in politics.  In California and other states, lawmakers have agreed to adopt the legislation in setting up exchanges, but many Republican governors are combating the exchanges.  Some governors even refuse to implement any part of the health care reform, such as in Florida.

California, Florida and Texas contribute 40 percent of the 4.3 million uninsured children in the country and lack of health care coverage hurts the adults in these states, as well.  The CA health insurance exchange can give the public a better chance to get affordable California health insurance plans.  However,  some insurance experts forecast that healthy individuals will opt out from the exchanges if they are not well planned.  That would leave insurance providers covering sicker people, which typically drives up CA health insurance plan premiums.

When Will The California Health Insurance Exchange Take Place ?

The new health insurance marketplace is expected to be fully functional on January 1, 2014.  By that date, all states are anticipated to have set up their state-based exchange.  If they fail to do so, the federal government will run an exchange for that state.

How Much Will California Health Insurance Plans Cost?

Since there are four different types of plan offered, premiums will vary depending on the level of benefits and your location.  There will be a choice of bronze, silver, gold and platinum plans, and all plans will include certain safeguards.  For example, insurers will not allowed to charge premiums based on your gender or your health status.  However, insurers may raise premiums based on age.  Seniors could be charged triple the rate for young adults.

The Obama administration has said there will be a set of “essential benefits” in every CA health insurance plan sold through the exchange.  The benefits are still being worked out, but will certainly include coverage for services such as emergency care, prescription drugs, hospital care, lab services, maternity care and pediatric care.

Health Insurance For California May Be Stable With Regulation

In California, health insurance rate hikes are one of the hottest issues being discussed not only by consumers, but also by the California legislature.  Every year, insurance companies have been increasing health insurance premiums even though they are reporting record profit levels.

Skyrocketing health insurance premiums are one of the primary reasons why some people tend to neglect their health care.  High premiums are forcing millions of Californians to go without health insurance.  Since 1999, individual and family health insurance rates have gone up a shocking 139 percent!

Policyholders continue to voice their complaints on unreasonable premium hikes.  This is unavoidable since CA health insurance companies annually report huge profits.  However, this entire ruckus with rate increases is about to change.  California’s Assembly took a brave step to protect Californians from unreasonable California Health Insurance premium rate hikes.

California Health Insurance Faces Assembly Action To Stop Egregious  Rate Increases

To address premium rate increases, California’s Assembly passed AB 52.  According to Assembly member Mike Feuer, the main proponent of AB 52, the bill would require California Health Insurance companies to seek the state regulator’s approval before increasing co-pays, deductibles or health insurance premiums.

California has been one of the 17 states left where regulators do not have the power to block excessive premium increases on health insurance plans.  The Department of Insurance and the Department of Managed Health Care could only review premium increases.  With this bill, prices on CA health insurance plans could be controlled.  It is hoped that this would make health insurance for California more available and put coverage within reach for millions of Californians who are now uninsured.

As stated by Feuer, the passage of the bill into law would be the ultimate solution to protect Californians from increasing rates on individual CA health insurance plans.  He also added that people should not have to live in fear that one day they would be unable to afford health coverage in CA anymore.  For most people, the protection of health coverage is all that stands between them and bankruptcy in the face of devastatingly high medical bills.

What Makes Premiums On Health Insurance For California Affordable?

While this bill is still being reviewed by the Senate, there are other ways to keep California Health Insurance premiums low.  One of these choices comes in the form of high deductibles.  As a general rule, getting a health insurance plan with a high deductible corresponds to some of the lowest premiums available.  Another option is adding a supplemental accident insurance policy to cut into that deductible for any accident-related injuries.  These plans come with different amounts of coverage, up to $10,000, but keep the deductible down to $100.

Another strategy to keep CA Health Insurance premiums low is quite a guarantee.  Maintain your health with the best, and yet affordable, foods like vegetables that have high levels of nutrients.  That makes it simple to cut both out-of-pocket costs for health care and California Health Insurance premiums because you won’t need health care beyond preventive care.

California Health Insurance Fights Chronic Diseases For Women

Working with the Center for American Progress, California first lady Maria Shriver is taking a serious second look at the segment of Californians who are facing unusually high risk for life-altering diseases like arthritis, cancer, diabetes and heart disease. Considering their typical work load, it’s not surprising that caregivers are almost twice as likely as others to suffer serious chronic health issues.

Who most often works more than their share to care for kids and/or aging parents? The vast majority of caregivers are still women even though the days when most women did not put in a 40-hour week outside the home are long gone.

One of the primary findings of Shriver’s report titled “Sick and Tired” is that such double duty shows up in women’s health as more serious health effects than men have. Women not only make up half of the U.S. work force, but moms are also the family providers for two-thirds of our families.

What Does Health Insurance For California Mean For Women?

Since the recession began at the end of 2007, 73.6 percent of the work opportunities lost displaced men instead of women. With thousands of women gaining access to health plans through their spouse’s employment, that has left thousands of women without health insurance . If a woman has to buy  California health insurance plans  in the individual market, she typically pays more than a man even though she cannot get critical coverage for maternity and reproductive health care.

Each year the American Psychological Association conducts a survey to analyse the “Stress in America.” Respondents showed that more women than men say they are stressed by the economic downturn. The financial system isn’t the only high risk factor that’s likely to affect women’s health.

Women are likely to be accountable for making ends meet when the finances is tight. They’re on the “front lines” when it comes to denying their children’s requests and dealing with temper tantrums. They’re also more likely than men to work in child care or education with higher risk to influenza and other viruses. The bottom line is that women are at high risk and need health insurance. California insurers , however, favor to spread their financial risk with a large pool through group insurance . That leaves many women to face high premiums for partial health care coverage .

Securing  Health Insurance For CaliforniaIs Challenging

Begin by educating yourself about what the differences in health insurance for California mean for your access to health care and your budget. When you’re looking for private health insurance for California , one of the very first things to check is the limit on your annual out-of-pocket expenses. Once you’ve spent that much, your insurance will offer 100-percent coverage for accredited health care.

That limit is important for two reasons. You’ll need to plan for a way to cover health care up to the limit, but you can also plan expected health care around it. If you need several procedures, having them done within the same policy year could result in substantial savings.

The next limit to examine is the maximum annual limit. Insurers can no longer limit the amount of coverage you may need over a lifetime, but they can apply annual limits. They may also have limits on outpatient treatment and prescriptions. Most  CA health insurance plans   don’t pay for dental or vision health care.

If you do need prescriptions, examine the drug formulary of your health plan. That’s a list of brand name and generic prescription drugs that are favored by your health plan. You can ask your doctor to prescribe from this list to reduce your cost and some medications may not be covered.

Learn the difference between HMO and PPO plans.  With an HMO, you’ll have to select one in-network physician who will decide when you can get coverage to see a specialist. PPOs typically have higher premiums than HMOs, but they offer direct access to all participating providers usually at significantly reduced rates. They also typically offer partial coverage to go out-of-network.

Co-payments and deductibles are still essential, but they no longer apply to preventive care services. Since your annual exam and many screening procedures, like mammograms, are covered at 100 percent before you meet the plan’s deductible, you may not need a co-pay plan. That’s a plan where you spend $25 or $35 each time you see a doctor or fill a prescription. Co-pay plans usually have higher premiums than CA health insurance plans with deductibles. In general, the higher the deductible, the lower the premiums will be.
